IDB to redirect resources to support reconstruction in Haiti The Inter-American Development Bank (IDB) will redirect millions of U.S. dollars in grants to support reconstruction efforts in Haiti, IDB President Luis Alberto Moreno said Thursday. "We are working closely with other donor agencies and member nations to assist in emergency relief efforts, and we stand prepared to help our member nation in its hour of need," Moreno said in a statement. According to Moreno, the IDB can play a key role in rebuilding infrastructure and basic services in Port-au-Prince, the capital of Haiti, which was hit by a devastating 7.3-magnitude earthquake on Tuesday. The IDB has some 330 million U.S. dollars in funds to be given to Haiti, of which 90 million could be promptly redirected to reconstruction works of top priority in the Caribbean country. In addition, the IDB expects to approve up to 128 million dollars in new grants for Haiti this year, potentially providing more resources for its reconstruction. The IDB will give an emergency donation of 200,000 dollars to the Haitian government for immediate rescue works, Moreno announced on Tuesday evening. Although there are still communication problems in Haiti, the IDB staff in Port-au-Prince are safe and the bank has taken measures to evacuate its non-essential staff to the neighboring Dominican Republic or to a safe location outside the city, Moreno said. He also urged the international community to step up aid efforts to Haiti.
Chinas FDI up for fifth consecutive month in December The amount of foreign direct investment(FDI) into China rose for the fifth consecutive month in December, up 103 percent year on year to 12.1 billion U.S. dollars, said Yao Jian, spokesman of the Ministry of Commerce on Friday. This brought the country's FDI to 90.03 billion U.S. dollars in2009, down 2.6 percent from that in 2008. The government approved the establishment of 23,435 overseas-funded ventures in 2009, down 14.8 percent from a year earlier. In December alone, China approved 2,835 such companies, representing a year-on-year increase of 10.7 percent. Yao said the 2009 FDI was mainly directed into manufacturing, despite a decrease of 6.26 percent year on year. Overweight middle-aged men may die earlier NEW YORK - Overweight middle-aged men may have a higher risk of heart problems and strokes and die earlier than their thinner peers -- even in the absence of some traditional risk factors, a new study suggests. Some past research has suggested that when obese and overweight adults do not have the so-called metabolic syndrome, their risks of diabetes, heart disease and stroke are no higher than those of normal-weight people. Metabolic syndrome refers to a collection of risk factors for diabetes and heart problems -- including abdominal obesity, high blood pressure, elevated blood sugar, low levels of "good" HDL cholesterol and high triglycerides (another type of blood fat). It is typically diagnosed when a person has three or more of those conditions. In the current study, which followed more than 1,700 Swedish men for 30 years, overweight and obese men had increased risks of conditions including heart attack and stroke, even when in the absence of metabolic syndrome. Among all men without metabolic syndrome, those who were overweight were 52 percent more likely to have heart attacks, strokes, and other complications than normal-weight men were, while obese men had nearly double the risk. The findings are published in the American Heart Association journal Circulation. "Our study shows that overweight (and) obese men without the metabolic syndrome are at higher risk" for heart disease, stroke, and other related conditions, study leader Dr. Johan Arnlov, of Uppsala University in Sweden, told Reuters Health by email. "This is in contrast to some previous studies that have suggested that obesity in the absence of the metabolic syndrome is a 'healthy' condition." The study does, however, point up the added threat of having metabolic syndrome. Obese men with metabolic syndrome had the highest risks -- showing 2.5 times the risk of heart disease and stroke, and related conditions, and of death, during the study period as men who were normal-weight and free of metabolic syndrome at the outset. In addition, metabolic syndrome was harmful for normal-weight men as well; those with the condition were 63 percent more likely to develop heart disease, stroke, and related conditions than their counterparts who were free of metabolic syndrome. According to Arnlov, the findings suggest that weight loss should be a goal for heavy men, regardless of whether they have metabolic syndrome. At the same time, being thin does not mean equate to a healthy heart -- though, Arnlov pointed out, metabolic syndrome is much more common among overweight people. The findings are based on 1,758 men who, at the outset, were 50 years old and free of diabetes and previous hospitalizations for heart disease, stroke, and related conditions. Of the 955 normal-weight men, 64 had metabolic syndrome, as did 125 of 707 overweight men, and 66 of 96 obese men. Over the next 30 years, 681 men suffered a heart attack, stroke or other major related complication. A total of 845 died. Heavy men without metabolic syndrome had increased risks of such complications and death even with age, smoking and levels of "bad" LDL cholesterol taken into account. It is not entirely clear why overweight men were at increased risk, but one issue the study did not address was physical fitness, AHA spokesman Dr. Barry Franklin noted in the news release from the heart association. He suggested that as a "New Year's resolution," overweight adults recognize that there are health benefits to be gained from shedding even a few pounds through diet changes and exercise. Arnlov said that future studies should look at whether similar findings are seen in women. However, he added, "I don't think we should consider obesity without the metabolic syndrome to be benign in women just because we don't have the data yet."

So even if we feel sad inside, smiling seems to make us feel better. A sense of humor also helps to keep things in perspective. Interfering friends or a flat tyre won't seem quite so bad if you can see the funny side. So if you find yourself in a stressful situation, try to imagine how if must seem to an outsider with a sense of humor and let yourself giggle. It's so simple, but it's a constant reminder of the fact that I do love her, no matter what. I ask about her day, listen, and ask follow up questions. I do this not only so I can keep tabs on her professional life, but also to give her a great chance to vent about her situation. Everyone needs to talk about themselves sometimes to someone who is interested - I try to provide that for her as often as I can. I try to surprise her on a regular basis. I'll spend an hour preparing a really excellent supper when she doesn't expect it. I'll spontaneously give the kids a bath when she's comfortable on the couch under a blanket, even if it's her turn. Doing these little unexpected things not only shows her I care, but also often compels her to do similar things for me. I hold her hand. I do this all the time, whenever it crosses my mind and seems appropriate. I'll just hold her hand gently while we're talking or we're riding in the car or we're waiting for an appointment or we're sitting on the couch in the evenings. I talk about EVERYTHING with her and let her determine what's interesting. If something is concerning me, I don't hide it from her. I tell her about it. Most of the time she's interested and we'll discuss it - sometimes she's not and I let it drop (this is key - if she's not into the topic, I don't push it). Either way, though, she gets the message that I'm making an effort to share and be open. I work on building a positive relationship with her family. Whenever I visit or see anyone in her family, I make a special effort to try to establish or build upon a strong relationship with them. This accomplishes several things: it makes her more at ease in a family situation, it helps me to build stronger ties with people that are important to her, and it helps me to understand the influences that were around her as she grew up. I send her messages during the day. About once a week, during a time where my wife is really present in my thoughts, I send her a little simple note by email. All it says is something along the lines of "I was thinking about you just now. I can't wait until I see you this evening." Strong quake strikes off California coast A strong earthquake measuring 6.5 magnitude on the Richter scale hit the coast of Northern California Saturday afternoon, the U.S. Geological Survey reported. China imposes anti-dumping measures on imported food additives China's Ministry of Commerce (MOC)announced Monday that it is to impose temporary anti-dumping measures on food additives imported from Thailand and Indonesia. The preliminary ruling required importers of disodium 5'-inosinate, disodium 5'-guanylate and disodium 5'-ribonucleotide to place deposits starting Tuesday, said a statement on the MOC website. The statement said companies from the two countries had dumped the additives on the Chinese market and this had caused substantial damage to the domestic industry. The statement also listed deposit rates for products imported from the two Indonesian companies of PT. Cheil Jedang Indonesia and PT. Kirin Miwon Foods at 16.9 percent and 8.1 percent respectively, and a 6.5-percent rate for the Ajinomoto Co., (Thailand) Ltd. For all the other food additives companies from the two countries, a temporary 29.7 percent deposit rate would be implemented, the statement said, but it gave no details on when a final ruling would come. The ministry had launched an anti-dumping investigation into imported additives from Indonesia and Thailand in March last year. The additives are mainly used in monosodium glutamate, soy sauce and other condiments to enhance flavor.

Police had to be called to Gucci's flagship store in West London, after a fracas just before the doors opened at 10 am. 英语快速阅读十法 在英语学习中,阅读速度的快慢与对所读内容的理解密切相关。我在英语教学的过程中发现,不少同学之所以在阅读方面不过硬,主要是因为没有从一开始就注意养成一种良好的阅读习惯。 在阅读英语文章时,困难往往来自于构成语言材料本身的单词,它们只有在构成了短语、句子或段落之后才能显示其确切的意义。可是刚开始时,由于没有经过训练,许多同学不是以短语、句子或段落为单位进行阅读的。看上去读得很仔细,生怕漏掉什么,不放过每一个单词,或者放声念出,或者默读牢记;而且还不厌其烦地把刚刚看过的单词又重新读起来,认为只有这样回头重读才心里放心。结果只能事倍功半,大大地减慢了阅读的速度。 刚开始执教时,由于没有经验,我按照自己过去的学习方法,让学生一个个字母去拼读单词,然后再通过一个个单词去读句子,认为这才是阅读的艺术。事实正好相反,在用这种机械的方法培养的学生中,有40%的人无法快速阅读。我反思了自己的教学,认识到必须换之以科学的方法,才能培养同学的兴趣,把英语学好。 实践证明,好的阅读习惯是完全可以通过训练养成的,几乎所有的人都可以掌握快速阅读的技巧,提高阅读理解能力。为了帮助学生们提高英语阅读速度,我摒弃了以前那种“按部就班”的做法。从具体情况出发,在点点滴滴中做起,纠正那些不利于快速阅读的毛病,代之以如下十种方法。 ●如果阅读时喜欢口中念念有词,因而放慢了阅读速度,可以用手指紧紧按压上下嘴唇,便能慢慢地改掉这一不良习惯。 ●若阅读时爱用手指点着单词读,这时强迫自己用双手把书捧起,那么手指就无法再去点单词了。 ●有的人在阅读的时候脑袋会随着目光的移动而摇摆,结果使速度受到影响。可以尝试着用双手紧紧夹住头部,不让其摇动。 ●在遇上生词而使阅读受阻时,设法根据上下文,大胆地去猜想生词的含义,以后再查阅词典来弄清楚其确切意义。 ●尽可能地安排好阅读的时间和地点,通过调整好周围的环境,创造出那种就要阅读的氛围,以排除干扰。阅读时不要开小差,强迫自己把所有的注意力集中到所读的英文材料上。 ●尽量使目光快速地从一个个的英语单词中一跃而过,力争把一段文字浏览了一遍之后,能够从Who(“谁”,指人物)、What(“什么”,指事情)、When(“何时”,指时间)、Where(“何地”,指地点)或Why(“为什么”,指原因)方面理解其大概的意思。 ●事先计算好段落或文章的字数,估计一下阅读所需要的大概时间,然后把闹钟拨到相应的位置上,看能否在限定的时间内读完。随着阅读熟练程度的提高,可以把限定的时间渐渐地缩短。 ●在快速读完一段或一个章节之后,停下来把读过的内容的要点在心里归纳一下。然后再通过复习进行检查,看小结得是否正确。 ●不要因为在阅读时生怕会漏掉什么而回头再读。其实,这种担心纯属多余。他们最终会惊讶地发现,并没有把文章中重要的内容遗漏掉。至于丢掉一些无关紧要的只言片语,那有何妨? ●在英语句子中,名词和动词最为重要。在阅读时,试着只扫一眼句子里的这两种词类,看效果如何。刚开始时,由于不习惯,可以在这些关键的英语单词下面划横线,以便帮助阅读;可一旦养成习惯后,便应该停止划线。

Chinas CNPC to tap S Korean renewable energy market: media China's largest oil and gas producer and supplier is planning to tap the South Korean market by acquiring a local company, local media reported Monday. The EU began levying anti-dumping duties of up to 16.5 percent against Chinese leather shoes on Oct. 5, 2006. On December 22, 2009, EU governments approved the 15-month extension of anti-dumping duties on Chinese leather shoes. Wu Zhenchang, chairman of Chuangxin Shoemaking Company and founder of an industrial association aiming to cope with the EU's anti-dumping measures against Chinese leather shoes, noted that he would take the chance on the China-ASEAN FTA and transfer part of his assembly lines to Southeast Asian countries such as Indonesia and Cambodia. "It will help to avoid trade frictions," he said. Guangzhou-based Chuangxin's export declined by 30 percent to 40 percent in 2009. "Our export to the EU accounts for less than 10 percent of our total export. Passenger reportedly tries to blow up U.S. plane on orders of U.S. Federal investigators are interviewing a 23-year-old passenger from Nigeria who they say ignited an explosive device on a U.S.-bound flight, injuring himself and two others. The Nigerian man, who was on a Northwest flight, told authorities that he was directed by al-Qaida to ignite a small explosive device in the flight over U.S. soil, according to ABC News. The man was identified as Umar Farouk Abdulmutallab. He was on board Northwest Airlines Flight 253, which took off in Nigeria, heading for Detroit via Amsterdam. The plane was carrying 278 passengers. "The U.S. government believes the event was an attempted act of terrorism," a White House official told The Detroit News on condition of anonymity. The suspect had been in a law enforcement intelligence database but was not on the government's no-fly list, a law enforcement official said. Authorities initially believed the passenger had set off firecrackers that caused some minor injuries. An official at the Detroit Metropolitan Airport said the passenger was subdued immediately, but gave no details on the injuries. Venezuelan president denounces aggression attempt of Colombia, Venezuelan President Hugo Chavez on Monday accused the governments of Colombia and the United States of plotting an attack against Venezuelan territory to destabilize his government. Chavez made the remarks during a New Year's ceremony with the troops of Mara Fort in Zulia state, northwest of the country. Chavez said that Colombia began a war of words by alleging that in Venezuelan territory were hidden leaders of the Revolutionary Armed Forces of Colombia (FARC) in camps protected by the Venezuelan Army and the National Guard (Police). Chavez said that the allegation is not true and his government will not accept any alien military forces nor guerillas in its territory. He said that Colombian military forces kidnapped young people and killed them later in the mountains before they were dressed up in guerilla attires with arms to be presented later as guerilla members killed during a combat. Chavez said that Colombia supported by the United States is playing a similar trick to plan an attack on the Venezuelan territory. "We do not want a war with anybody," Chavez said. New START treaty "practically ready": Russian FM MOSCOW, Dec. 26 (Xinhua) -- A new strategic arms reduction treaty expected to be signed between Moscow and Washington was "practically ready," said Russian Foreign Minister Sergei Lavrov on Saturday. "The (new) START treaty is practically ready. I hope the experts will finalize it quickly enough," said the Russian top diplomat in a TV interview. Russia and the United States have been in intense talks over the past few months, trying to clinch a deal on a replacement document to the Strategic Arms Reduction Treaty (START-1) that expired on Dec. 5. Lavrov also said the new treaty "is based on some fundamentally new principles," such as "equal rights, parity, and reciprocal trust." "For the first time in history the levels of strategic offensive arms will be unprecedentedly low," said the minister as quoted by the Itar-Tass news agency. Lavrov said Russia-U.S. relations "do have prospects," due to a "new, decent economic dialogue in progress." The two countries meanwhile are working over a string of international issues including Afghanistan, Middle East, Iran's nuclear program and the Korean Peninsula nuclear issue, he said. "Thus, we won't have to be bored next year," he added. This year marked the "reset" of Russia-U.S. relations as the Barack Obama administration adjusted its policy toward Moscow, yet dispelling mistrust accumulated over years remains a knotty issue.
