We usually say 'relates to' rather than 'relates with'.
Correlation is more of a mathematical/physical concept. It means that as B changes, A also changes, in a predictable way.
e.g. Income correlates with Education, or the incidence of lung cancer correlates with pollution.
'relates to' is more to do with a relationship, but can be used in several different ways, such as social interaction 'he doesn't relate well to his classmates', or just having a relationship: 'the essay relates to cultural assimilation'.
