看书好像是struts.xml web.xml struts.properties三种配置方式
web.xml中配置肯定就太差了，一般web.xml也就只有struts2的过滤器和spring的监听器 所以这种方式就不考虑了
struts.xml中一般要配action 还要再配置<constant />常量标签，struts.xml的代码不会很乱吗
把常量标签放在struts.properties里用Key-value对去配置不是更好吗?
