第一次全国船舶检验工作会议在上海召开 1958年10月,交通部在上海召开第一次全国船舶检验工作会议。来自沿海各大港、长航局和部分省、市船检部门的42名代表出席,交通部副部长孙大光作报告,会议明确了船检机构的性质、作用和任务,讨论了船检机构的体制、分工及检验工作的范围,确定了健全船检规章制度和规范、培训干部、全面开展船检业务等问题。 会议明确:船舶检验局是国家对船舶的技术立法和技术监督的机关,同时对外起船级社的作用。它的工作是为了保证船舶具有良好的技术条件,以保障船舶、人命和货物的安全,并提高船舶使用效能,从而促进航运和造船事业的发展。 船舶检验局对外起船级社作用的明确意义重大。世界上最早的船级社诞生于1760年,随后航运发达国家及一些发展中国家相继建立了船级社。船级社出现后,以其专业的船舶技术知识在保障船舶航行安全方面发挥了独特作用,通过提供船舶的入级检验和法定检验服务,使船舶达到政府和保险商的要求,以及船东和公众期望的安全标准。 会议还对船舶检验局的主要任务进行了明确。指出,船舶检验局负责制定海、河航区;制定各种船舶规范和技术标准;对建造和营运中的船舶进行技术监督,并对船舶的技术状况进行定期和不定期检查或抽查;处理海事中有关船舶检验方面的工作;办理船舶入级业务;与外国验船机构建立联系订立协议,相互服务;参加有关验船方面的国际活动,执行各有关国际公约赋予的权力及应承担的义务;交流国内外有关的各种经验等。 关于船检工作的体制和分工,会议明确,各地船检部门是各地港航内部的一个工作单位,都由各地港航行政部门领导。同时根据船舶航行区域、船舶大小和现代化程度等进行了船检体制分工。 会后,交通部依据第一次全国船检工作会议的共识发出通知,正式决定将大连、天津、青岛、上海港务局和广东省航运厅的船舶检验部门作为船舶检验局的现场检验机构,对外启用“中华人民共和国船舶检验局××办事处”的名称,在经济上进行独立核算,由此形成由船舶检验局和港务局双重管理的国内沿海船检网络。1960年5月31日,交通部发布《关于成立船舶检验局长江区办事处,加强长江区验船工作的指示》,要求成立由长江航运管理局与船舶检验局双重管理的船舶检验局长江区办事处统一领导沿江各港的验船工作。同年7月,长江航运管理局的港航监督船舶检验组对外启用“中华人民共和国船舶检验局长江区办事处”的名称。至此,实现了船舶检验局在国内沿海和长江的完整检验服务体系。
英国劳氏船级社首席执行官Nick Brown当选为IACS理事会主席 英国劳氏船级社首席执行官Nick Brown(尼克 布朗)即将上任,成为国际船级社协会(IACS)理事会主席。是IACS成立以来首次以竞选方式选举产生理事会主席和综合政策委员会(GPG)主席。此前,IACS理事会主席和GPG主席均采取成员轮换制。尼克 布朗的任期将持续到2023年12月31日。尼克表示:“我很荣幸被任命为国际船级社协会主席。协会通过制定重要的技术标准和指南,一直以来都是海上安全的灯塔。过去几年中IACS的各种举措已向我们的利益相关者发出了明确的信号,即IACS及其成员致力于确保船级社在海事行业内起到有效的作用,感谢IACS成员选择我来监督实施这些重要的变化。” 同时,中国船级社的李志远先生被任命为GPG主席,任期从7月1日开始,持续三年。李先生在2016年至2017年期间曾担任过GPG主席。此后,他的团队将设在伦敦的IACS秘书处,这意味着这些高度专业的技术专家将更接近IMO和其他行业协会,从而促进其更深入和广泛的合作。 尼克补充说:“现任理事会主席,ClassNK的藤原孝一(Koichi Fujiwara)已成功地对IACS的治理进行了深远的变革,同时确保了IACS在疫情期间仍能完全响应行业需求。我期待通过确保IACS在支持瞬息万变的行业中继续发挥作用并为因脱碳和数字化带来的技术和监管挑战提供及时响应的建议来继续他的成就。” IACS秘书长Robert Ashdown对尼克 布朗和李志远的当选表示祝贺,他表示:" IACS成员明确承诺发展协会,以满足行业和监管机构的需求和期望。IACS秘书处的显著加强以及主席任期的延长,意味着我们在履行更安全、更清洁的航运核心使命时,有能力以更高的效率开展工作。”
