【转载】多尔衮与避暑山庄以前也提到过多尔衮其实是清朝第一个在承德修建边城的统治者，其后康熙在那里正式修建避暑山庄。康熙行政处事其实处处效仿其叔祖，修建避暑山庄也不例外。-----------------------------------原文地址http://blog.zisai.com/user1/luyaowu7017/archives/2006/17292.html多尔衮”与“喀喇河屯行宫” 清朝入关定都北京后，最先看中承德并决定在今滦河（古称喀喇河屯）建避暑城的人是摄政王“多尔衮”。多尔衮是清太祖努尔哈赤的第十四子，清太宗皇太极的弟弟，顺治皇帝的叔父。顺治皇帝即位时年仅6岁，多尔衮和济尔哈郎摄政。多尔衮名义是摄政王，实际上享有皇权的权威，是个不是皇帝的皇帝。清朝入主中原初期的文韬武略、政策军令都出自多尔衮。多尔衮这个人原来患有风疾，入关后病情加重。尤其是夏季北京酷热，这对于从小在关外生活的多尔衮来说是难以忍受的。他和所有满族贵族一样，喜欢行围打猎。这样，他经常出外打猎，盛夏时则择地避暑。他出古北口避暑行猎时，来到了喀喇河屯（即今天的滦河镇）。当时的喀喇河屯少有人烟，使得这里古木参天，气候宜人，滦河水流充沛，山野虎豹出没，多尔衮一下就喜欢上了这个地方。据《清世祖实录》卷46记载，1650年《顺治七年》七月出二，多尔衮做出了这样的决定：京城建都年久，地污水咸，春秋冬三季犹可居止，至于夏月，溽暑难堪。但念京城乃历代都会之地，营建匪易，不可迁移。稽之辽、金、元曾于边外上都等城，为夏日避暑之地，予思，若仿前代造建大城，恐糜费钱粮，重累百姓，今拟建小城一座，以便往来避暑。他决定建避暑城的地方，就是喀喇河屯。为建城，他命户部“作速传逾各省”征用“九省钱粮”。多尔衮的避暑城实际上就是喀喇河屯行宫的前身。因此说，多尔衮是最早发现承德并决定建承德避暑城的第一人。从多尔衮发现承德并决定建避暑城之日起，这位当时清朝的实际最高统治者就与承德结下了不解之缘。是多尔衮最早决定在承德建避暑城，并与承德确结下了生死之缘。1650年（顺治七年）冬，多尔衮从京城来到喀喇河屯。《清史稿》记载：十一月壬戊，摄政王多尔衮有疾，猎于边外，边外即指今天的滦河。多尔衮来到塞外的滦河，一是养病，二是为冬猎。他就住在今滦河北案初具雏形的避暑宫里。不料天有不测风云，二十几天后，多尔衮就死在了这里，《清史稿》记载：十二月戊子，摄政和硕睿亲王多尔衮死于喀喇河屯。多尔衮死后，顺治、康熙曾多次北行狩猎，并驻跸滦河。1701年（康熙四十年）的冬天，康熙皇帝离京去遵化谒顺治陵，腊月出二出西风口峰口巡行塞外，经七沟（今平泉境）、头沟（今承德县境）等处，十日驻跸双峰寺（今承德县）。十一日，47岁的康熙皇帝终于第一次来到了喀喇河屯当晚住在这里。严冬的喀喇河屯，冰清水洁，松青柏翠。他在这里看到了多尔衮未完工便“下马”的避暑宫。从此刻起，康熙皇帝做出了在此兴建行宫的决定。康熙皇帝建“喀喇河屯行宫”，是在多尔衮当年未修完的避暑宫基础上修建的。因为多尔衮当年是获罪而死，因此，清史中从未提及此事，后人也一直认为，喀喇河屯行宫始建于康熙，实则谬矣。康熙所建的喀喇河屯行宫是在当年多尔衮未修完的避暑城的基础上修建的。是“续建”或“改建”而非始建“。一代枭雄多尔衮最早决定修建喀喇河屯行宫，虽然多尔衮未能在有生之年遂愿，但他是历史上第一位提出在承德修建避暑城的人是应当载入历史的。

Before the FP Tatiana Anatoljevna said to me - do a 4-3 and then skate the rest of the program clean, without second quad. You will be second in the FP but you`ll win the Olympics. But when I landed the first quad I decided: no second places, no caution. I`m not going to give anybody a reason to say I`m a champion only because Plushenko had an error in his SP.Q: This is an important question for chroniclers. Who`s started this war, and when? When did you start to feel this is not only about sport?A: Fighting operations began in 1998, but, I`d say, those were frontier conflicts. The real war began two years ago. I can even say exactly when - after the World Championships in Nice. We used to have a normal relationships with Mishin. We greeted each other and even talked. But when, suddenly for many, Zhenya finished 4th in Nice, Mishin didn`t have the will to congratulate me. So I realized something has changed and from now on it won`t be just a sport competitions. I know Alexei Nikolajevich well. In a last two years he has changed a lot. I`d say he went a bit crazy about this fight. His aim turned out to be not to overtake, but destroy me. There is something of a degradation here. In a "Russian House" here in SLC we were celebrating Tatiana`s 55th birthday and her 7th Olympic gold medal. Everyone greeted her on their feet. Only Mishin was still sitting and he gave a sign to Plushenko to be still sitting too. This is strange, incomprehencible. For two years Mishin has been repeating over and over again Tarasova is a shallow person in men`s single skating and Yagudin has been taught nothing but making grimaces on the ice, like he said. So I was fighting not only for myself but also for Tarasova. I felt so keenly about all those squabbles and verbal attacs last year. But now it`s funny to remember that. I changed the tactics. I realized in order to win this war you don`t have to look at your rival. The one who sees himself better will win. This is the essence of figure skating.Q: Did you come to this yourself or did Zagainov help you?A: Zagainov helped a lot. But I think I came to this myself through the last season`s mistakes, when I lost everything possible to Plushenko.Q: It is still not quite clear to me why had you left Mishin in 1998, although you explained that for a hundred times in your interviews. I want to ask about it for a hundred and first time.A: There were two main points. First, I wanted a coach to dedicate the most of his worktime to me. I think it`s quite an understandable wish. Second, and probably more important reason was that I love to argue. I believe the truth is born in disputes. I can`t be a mechanical toy in the coach`s arms. Here, Zhenya is an absolute opposite to me - he never objected Mishin and did everything he said. Mishin can`t stand objections. Probably that is why one day I felt he pays more attention to Plushenko. Tarasova also tries to override a person, to have her own way. But she is able to listen to the others.
