拍了一段4k风景视频，默认码率54M。因为是倒着拍的，需要把它弄正，只能重编码压制。
但发现用ShanaEncoder压制4K hevc，最大码率不能超过20M，超过就报错。
这是什么原因？

码率低于23000可以正常编码压制，超过23000就报错了

重新封装，不用压缩，拍摄角度旋转，选180度，播放的时候就是正的
