The myth that he was short stems primarily from the fact that he is listed as 5 feet 2 inches tall at the time of his death.   However, this is 5 feet 2 inches in French units.   In modern international units, he was just shy of 5 feet 7 inches.
Now I know you are saying “well that is still pretty short”.   That is true by modern day standards in certain places in the world, such as the United States.   However, at the time in France, the average height for an adult male was about 5 feet 5 inches in modern international units.   So in fact, he was quite tall for his day.
Despite this fact, Napoleon is primarily remembered for two things; being a master tactician and being short.   The so called “Napoleon Complex” named after him, describes men who have an inferiority complex or more aptly “Short Man Syndrome”.
Interestingly, there is evidence that Napoleon was already considered short at the time of his death, despite being above average height among his fellow Frenchman.   This likely stems from the fact that his personal bodyguards were all very tall and broad; there being height requirements for his guard.
So wherever he went, people saw him with his guards who were all much bigger than him and thus he looked small in comparison, earning him the nickname “Le Petit Caporel” or in English “The Little Corporal”, though in his day this was typically used as a term of affection for him and not as an insult.

pied du roi ~32.48 cm ~1.066 ft
Commonly abbreviated to 'Pied', this corresponds to the foot, a traditional English unit.

It's important to remember that in the late 1700's/early1800's technology, conformity, communication and reliable information were scarce. So healthy to them is different than to us. People didn't grow

as tall or live as long. Plus there were a lot of people that hated him and probably attacked him in any way they could, or they may have been comparing him to someone and it just changed into a romour, as things tend to do with poor communication, besides in that time there was only one way to actually see him or how tall he was, with your own eyes (no pictures) and he didn't appear to the general public terribly often.
French feet after revolution were larger than the foot system we use now, as such, Napoleon was measured as 5 ft 2 in French Revolution feet--- HOWEVER, 5 ft 2 french feet translated over to something like 5'6.5" standard feet.

Dear Jaye: We made short work out of finding your answer with a search on "napoleon height." Here's how the tall tale of Napoleon's short stature got started... After the famous general and emperor died in 1821, his body was autopsied in France, and his height was noted as 5 foot 2 inches. This measurement was in French feet (pieds de roi) and was never correctly converted to standard English measure. In English feet, Napoleon stood 5 foot 6.5 inches tall. So the poor guy was shorted a full 4.5 inches in height.
In his day, 5'6.5" was a perfectly respectable,nothing-to-be-ashamed-of height for a man. In fact, Napoleon was actually slightly taller than the average Frenchman of 1800.
So the diminutive size the emperor is so noted for was, in fact, a mere miscalculation. And as one observer points out, "It is also probable that the men of his Imperial Guard, with whom he 'hung out,' were very tall, creating the illusion that Napoleon was short."
The man himself said it best -- "History is a set of lies that people have agreed upon."
