Penalty kick
A penalty kick is awarded if any of the above ten offences is committed by
a player inside his own penalty area, irrespective of the position of the ball,
provided it is in play.
这个 irrespective of the position of the ball说的很清楚，无论球在什么位置。
provided it is in play只要还是在界内的。
申花的这个点球，很明显对方对维森特的拉拽犯规的时候，球还在界内。 irrespective of the position of the ball无论球在哪儿，哪怕维森特没机会补射成功，还是点球。
就像上半年戴琳被判的那个点球一样，完全不直接威胁球门，但是犯规了，还是点球.
