就是个简单的同位语从句，不要纠结

肯定不选B啦 that表示这件事已经确定了，根据题意并没有确定。如果选B，那D也正确。都表示已经确定了，D不确定的只是原因。

不是高考出身的。感觉bcd都没错，但b和c听上去更顺一些。c的话的我自己会在后面加or not,但也不是一定要加

答复肯定是明确的“能”或者“不能”。答复不可能是“是否能”，那是提问，不是答复。所以 B 对。尚未收到“可以进行”的答复。
如果想表达“对是否可以/为何要停留进行某事的答复”，应该用 reply to whether/why ...。

It depends on the context. I'd say this question is problematic. The answer depends on what 'reply' means.

We have not received a confirmation as to whether we should start the movement.
Badly set question, don't bother about it.

肯定选C，整句话的意思决定的。选B在语法上没错，意思上说不通。

d不行，一般关系副词why和reason搭配，这个很多语法书归到定语从句特殊句式里
