一开始出现无法找到python38.dll，
在网上下载python38.dll后放入C:\Windows\SysWOW64中，在cmd输出python出现
Fatal Python error: initfsencoding: failed to get the Python codec of the filesystem encoding
ModuleNotFoundError: No module named 'encodings'
