　　9月3日至4日，中非合作论坛第三次峰会在北京召开，中非领导人将再次聚首北京，共同规划中非更加美好的未来，携手为中非友好互利合作绘就新蓝图，注入新动能，满足中非人民新期待。
On 3-4 September, the 3rd Forum on China-Africa Cooperation (FOCAC) Summit will be held in Beijing, where leaders of China and Africa will come together once again to sketch out a new blueprint for China-Africa friendly and mutually beneficial cooperation, injecting new vigor and fulfilling the aspiration of the Chinese and African people for a better future of China and Africa.
　　中非合作论坛是为适应中非关系发展新需要成立的中非集体对话与团结合作的重要平台。成立18年来，论坛业已建立起一套完整务实高效的运作机制，设有部长级会议、高官会、中方后续行动委员会秘书处与非洲各国驻华大使的沟通机制。每三年召开一次部长级会议，对中非友好互利合作做出新规划；每年召开一次高官会，推动协调落实。事实充分证明，中非合作论坛绝不是清谈馆，而是知行合一的行动队，推进中非务实合作取得了一系列看得见、摸得着的成果。今天的中非合作论坛已成为引领国际社会对非合作的一面旗帜。
FOCAC is a major platform of China-Africa collective dialogue, unity and cooperation established in response to the new development needs of China-Africa relations. Over the past 18 years since its inception, FOCAC has established a set of comprehensive, practical and highly efficient mechanism, which consists of ministerial meeting, senior officials meeting, China’s Secretariat of the Follow-Up Committee, and the meeting mechanism of African ambassadors to China. FOCAC convenes the Ministerial Meeting every three years to make new plans for China-Africa friendly and mutually beneficial cooperation. The Senior Officials Meeting is held on a yearly basis to facilitate coordination and implementation. Over the years, through numerous visible and tangible cooperation outcomes, FOCAC has proved that it is not a talkshop, but forum for action. Today, FOCAC has already become a flagship that spearheads the cooperation of the international community with Africa.

　　平等互信、务实高效、合作共赢是中非合作论坛的鲜明特征，也是各成员方共同遵循的价值追求。在论坛框架下，中国和54个非洲成员方都是平等的，每三年共同商定一套行动计划，确定优先合作领域和重点方向，共同督导会议成果后续落实工作，并向下一次会议报告落实成果。为协调推进落实工作，中国政府早已设立了“中非合作论坛中方后续行动委员会秘书处”。论坛约堡峰会后，四十多个非洲国家也成立了中非合作论坛后续行动委员会，同中方共同推进约堡峰会成果落实，取得了硕果累累，极大地促进了非洲工业化和农业现代化进程。
Equality and mutual trust, practical results and high efficiency, and win-win cooperation are the defining features of FOCAC, as well as the common pursuit of all FOCAC members. China and all 54 African members participate in the FOCAC as equals. We jointly decide on an action plan every three years to identify priority areas, jointly oversee the implementation of the outcomes, and jointly report the results to the next meeting. To facilitate coordination and implementation, from very early on, the Chinese government has set up its own Secretariat of the Chinese Follow-up Committee on FOCAC. Following the FOCAC Johannesburg Summit in 2015, over 40 African countries have also established their respective national follow-up committees to join efforts of outcome implementation. The fruitful results that have been achieved have given a tremendous boost to Africa’s industrialization and agricultural modernization.

　　新时代的中非合作不是平分蛋糕，而是谁先做好准备并具备条件，谁就先受益、多受益。新时代的中非互利合作将不再局限于发展援助，而是要主张政府引领、企业主体、市场运作、合作共赢。中方认为，援助只能解决生存问题，要实现自主可持续发展，正如乌干达总统穆塞韦尼所说，非洲国家最需要的投资、市场准入和旅游。
The China-Africa cooperation in the new era is no longer about cutting the equal share of the “cake” for everyone. Instead, those who are ready the first will benefit the first and the most. The China-Africa mutually beneficial cooperation in the new era will no longer be restricted to development aid, but will be based on the principle of "government guidance, businesses being the major actors, market operation and win-win cooperation". We believe that, development aid can only address the issue of survival. To achieve self-sustainable development, what Africa needs the most are investment, market access, and tourists.
　　中非合作论坛成效显著，看得见、摸得着，给中非人民带来了实实在在利益。中非贸易额从2000年的100多亿美元增长到2017年的1700亿美元。中国对非投资总额从2000年的不超过10亿美元增长到目前的1000多亿美元。中非贸易额增长了17倍，中国对非投资增长了100多倍。迄今，中国已为非洲国家提供资金并建成6500多公里铁路、6200多公里公路、20座港口、20座桥梁、80多座发电站、200多所学校、80多个体育场。2016年起，中方每年为非洲国家提供1万多个政府奖学金，3年内为非洲国家培训各类人才20万人次，全方位支持非洲国家加强自主发展能力建设，为支持非洲实现自主可持续发展做出了独特的重要贡献。
Over the years, FOCAC has achieved numerous visible and tangible benefits for our peoples. China-Africa trade has increased from just over 10 billion US dollars in 2000 to 170 billion in 2017. Chinese investment in Africa has soared from less than 1 billion US dollars in 2000 to the current over 100 billion. To date, China has helped finance and build for Africa 6500 km railways, 6200 km roads, 20 seaports, 20 bridges, over 80 power plants, over 200 schools and 80 plus stadiums. Since 2016, China has provided over 10,000 government scholarships to African countries per year, and has trained 200,000 person times of personnel for African countries over the past three years. These efforts have greatly boosted Africa’s capacity building, making unique and important contribution to Africa’s pursuit of self-sustainable development.

　　即将在北京召开的中非合作论坛峰会将以“合作共赢，携手构建更加紧密的中非命运共同体”为主题，通过《关于构建更加紧密的中非命运共同体的北京宣言》和《北京行动计划（2019-2021年）》两大成果文件，全方位规划未来3年的中非各领域合作，着力深化“一带一路”建设与联合国2030年可持续发展议程、非盟《2063年议程》和非洲各国发展战略对接，在能力建设、设施联通、产业合作、绿色发展、贸易便利、公共健康、人文交流、和平安全与国际协作等领域采取更大行动和更多举措。
Themed "China and Africa: Toward an Even Stronger Community with a Shared Future through Win-Win Cooperation," the FOCAC Beijing Summit is expected adopt the Beijing Declaration and the Beijing Action Plan (2019-2021). The Summit will not only make comprehensive plans for China-Africa cooperation for the next three years, but also further align the Summit's theme with the Belt and Road Initiative, the United Nations 2030 Agenda for Sustainable Development, the African Union's Agenda 2063 and the development strategies of individual African countries. More efforts will be made and more measures will be taken to support African countries in capacity building, infrastructure connectivity, industry cooperation, green development, trade facilitation, public health, people-to-people exchange, peace and security, and international cooperation.
