Good morning!
I am very pleased to attend the anniversary celebration of BGI Australia. Firstly, on behalf of the Consulate General of the People's Republic of China in Brisbane, I would like to extend our congratulations to BGI and her Australian partners, and our gratitude to the Queensland Government for her support of China-Queensland scientific and technological cooperation.

非常高兴出席澳洲华大成立两周年庆典活动。首先，我代表中国驻布里斯班总领馆向华大基因及其澳方合作伙伴表示热烈祝贺，同时也向昆州政府对中昆科技合作的支持表示感谢。

Chinese government values highly the cooperation with the State of Queensland in research and innovation. In 2008, the first MoU on science and technology cooperation was signed by the Chinese Ministry of Science and Technology and the Queensland Government. In 2016, the two sides reached a new MoU on Commercialization Partnership Program. By far, the first seven Queensland research projects have been incubated and commercialized in China's high-tech parks, with promising results.
中国政府非常重视与昆士兰州在科技创新领域的合作。2008年，中国科技部与昆士兰州政府签署了科技合作谅解备忘录。2016年，双方签署关于科技成果转化伙伴计划的补充谅解备忘录，至今已安排第一批7个昆州项目在中国的高新技术产业园区进行孵化，取得了很好效果。
Currently, the cooperation between China and Queensland is undergoing remarkable changes: firstly, partners now focus more on establishing new long-term platforms rather than focusing on individual research projects in previous years. University of Queensland, Griffith University, Queensland University of Technology have set up joint labs and research centers with their Chinese partners. Secondly, BGI, BaoSteel and other Chinese companies are making significant research investments in Queensland. The integration between industry, academia and research is stronger than ever. Thirdly, new partnerships are formed to build science parks. A MoU on the development of Queensland Torch Health and Medical Precinct was signed by China's Torch High-tech Industry Development Center and the Queensland Department of Environment and Science and Queensland Health. The three parties are preparing for the launching of this precinct.
当前，中昆科技合作呈现新的发展态势，一是由过去重视单个科研项目合作转变为重视长期合作平台建设，昆士兰大学、格里菲斯大学、昆士兰科技大学等都与中国合作伙伴建立了联合实验室或研究中心。二是以华大基因、宝钢集团为代表的中资企业积极投资昆州科技产业，产学研结合日益紧密。三是积极尝试科技园区合作，中国科技部火炬高技术产业开发中心与昆州卫生部、科技部签署了共建昆士兰火炬健康与医药创新园谅解备忘录，园区建设进入筹备阶段。

During the past 40 years of reform and opening-up, China has witnessed fast and stable development. It has also made important contribution to the peace and development of mankind. The world is undergoing a new round of major development, great change and profound readjustment. The new round of technological and industrial revolution brings fresh opportunities and unprecedented challenges.

经过40年的改革开放，中国不仅实现了自身快速健康发展，而且为人类和平与发展作出了重要贡献。当今世界正在经历新一轮大发展大变革大调整，新一轮科技和产业革命给人类社会发展带来新的机遇，也提出前所未有的挑战。
China will stick to the path of peaceful development and stay committed to the policy of opening-up and win-win cooperation. We are rigorously implementing a strategy of innovation-driven development, improving our national innovation system,and striving to become a nation of innovators by 2020.
中国坚定不移走和平发展道路，继续扩大开放、加强合作，奉行互利共赢的开放战略,正在大力实施创新驱动发展战略，加强国家创新体系建设，力争到2020年进入创新型国家行列。
We will further reform the management system for science and technology, and develop a market-oriented system for technological innovation in which enterprises are the main players and synergy is created through the joint efforts of enterprises, universities, and research institutes. We will support innovation by small and medium-sized enterprises and encourage the application of advances in science and technology.
深化科技体制改革，建立以企业为主体、市场为导向、产学研深度融合的技术创新体系，加强对中小企业创新的支持，促进科技成果转化。

China attaches great importance to the openness and international cooperation in scientific and technological innovation.We welcome participation of foreign scientists in Chinese research projects. China has launched the Belt and Road Science, Technology and Innovation Cooperation Action Plan, which consists of the Science and Technology, People-to-People Exchange Initiative, the Joint Laboratory Initiative, the Science Park Cooperation Initiative and the Technology Transfer Initiative. In the next five years, China will offer 2,500 short-term research visits for young foreign scientists, train 5,000 foreign scientists, engineers and managers, and set up 50 joint laboratories.
我们高度重视科技创新领域的开放和国际合作，欢迎外国科学家参与中国的科技计划项目。启动“一带一路”科技创新行动计划，加强与各国科技人文交流、共建联合实验室、科技园区、技术转移等互惠互利合作，中国将在5年内安排2500人次青年科学家来华从事短期科研工作，培训5000人次科学技术和管理人员，投入运行50家联合实验室。
The Chinese Consulate General welcomes and supports efforts by Australian research and industry communities to cooperate with Chinese partners. We also expect BGI, with a base in Brisbane, strengthen its cooperation with Queensland and Australian research institutions, hospitals and companies, accelerate applications of scientific findings so as to benefit Chinese, Australians and all other peoples in the world.
