A few changes and bug fixes in smIRC
UTF-8 for IRC
Bug fixes in eMule and libraries.

更新内容（已中文翻译，括号内容为注解）：
使用vs2017进行开发
AsyncSocketEx（那个好友通讯）的源已使用Filezilla server进行更新
此版本支持18.05版的Mediainfo.dll
自动从 known2_64.met中清除重复hash值（也就是会自动清除重复的用户）
增加对https开头链接的支持（更新kad节点或者服务器列表的地址可以放心采用https协议）
修复了smirc（那个IRc聊天）中的的一些bug
IRC聊天将会使用UTF-8作为字符库
修复了已知的bug
支持基本的磁力协议（可能是bt？）
对于下载比较慢的可靠用户将会自动提升上传速度（可能是应对冷门源）

预测：未来可能会支持bt协议。对于上传和下载的速度分配机制将会变成：冷门源会优先上传，且速度比一般源快。聊天可能会加入p2p聊天软件。服务器也许真的变成另一种tracker
