Nah it's implied that he got that fever because it was Y2K and that was one of the major convergence points in the time line. That's when the world diverged into two vastly different timeliness based on if Y2K killed all the computers or not.

【A17】不是循环，所有看起来像是没有源头的东西，如徽章、时间机器的知识、星奏歌、凶真的中二等，都不是。它们原本有一个起因，这个起因产生的结果通过时间机器到达过去，在原本的因发生之前产生了类似的果，那么改变后的未来和原本的未来也不相同。
用徽章来举例，铃羽带来的徽章，原本是几年后的桶子做的（这里是猜测，原文只是说桶子常常拿在手里），是桶子自己偶然想到的。而带到了2010年后，被现在的桶子看到并仿制了一个，这个和铃羽带来的不是“不同时期的同一个物品”，只是外观一样。

When Kagari escaped from Suzuha, she was just a kid. But when she met younger Okabe, she looks like the present older version. From the past to present, it's like she didn't age at all. How do you explain that?

Kagari is slightly older than Okabe (22 vs 19).
Mayuri's grandmother died about 6 years ago. Given that Okabe had learned the song during this time (as we learned in this episode), it means Okabe should be about 13 and Kagari about 16.
It's perfectly reasonable that Kagari didn't change much in appearance from 16-22.

As another comment here says, Okabe actually learned it in this world line but after multiple time leaps and overwriting of his memories, he's forgotten it.

That's just pure speculation. This is just meant to be "a little miracle", song that connected everybody created by paradox.

This is simple. There is no paradox. The Okabe in the present and the Okabe in the past are from two different timelines.
The Okabe in the present didn't know the song, the Okabe in the past did.
Take the Grandfather paradox for example. Classically, it would result in a paradox if a person went back in time to kill his grandfather. But Steins;Gate explains that it can happen and it would simply result in a new timeline where the killer wasn't born,separate from the timeline where the killer exists.
