Here is some further information on this failure for future reference.
After working through possibilities with sscornel for quite some time offline, sscornel found that a set of Windows group policy restrictions designed to prevent CryptoLocker malware attacks were affecting the CCS install. A workaround was to put the computer on a temporary domain with default group security policies to allow the install to complete.
We are looking further into what triggers the policy restriction during the CCS install and how to prevent it.
