Hi OP, I ran into this exact same issue after installing CFW on my N3DS using the OTP method. I fixed the problem by restoring the previously backed-up 9.2 NAND a second time. The guide already makes your restore the 9.2 NAND as part of the CFW installation process, but something must have gone wrong and I ended up with the 007-6106 error when downloading purchased games from eShop.
After I restored the 9.2 NAND a second time (making sure to keep A9LH), then updated to 11.2, I was then able to successfully redownload purchased games from the eShop. Hope this helps.
