Currently, the entire Hong Kong location IP ranges appears to be unstable. We do not yet have a solid reason for this.
We are investigating this behaviour with our provider. Sadly, i can not give an ETA as to when this should be resolved, but all lost time will be compensated.
My personal expectation is that this will not be resolved today.
For now, i am sorry for the inconvenience.
