我觉得即使是b,那也是would buy,因为用了could,句子要保持前后时态一致，so,a.

我觉得选B啊，if=whether是否，所以可以理解为从句单独成句。如果用现在时，应该是if your family has a car，而不是buy，应该用延续性动词。所以不选A。选B的话if your family will buy a car完全可以的啊。

it's not a complete sentense becaus it doesnt have a compelete thought.
could you tell me if your famlily buy a car, what would you do with it?
could you tell me if your family will buy a car?
its has subject,verb, and most importantly, a complete thought. it's a direct quetion, will they buy a car?
