不是每个城市。而且你也只能去地图上显示的那些城市而已。
大地图就是背景摆设，不是让你真走的。

1代的天际大地图
除了中间的Labyrunthian，其余城市/镇子全都是随机生成的地图。
全天际这样的地方是34个。全泰姆瑞尔这样的城市/镇子/地牢总数超过200。你把30x8，数量差不多。当然你可以沿着路一直走下去，但……根据UESP上的说明：
I removed the part about exploring the whole of Tamriel's landmass on foot. From my own experience, as well as several other instances I've come across online, you cannot actually walk from one town to another, but rather the game will continue to generate random landscape as you travel further and further from town until the point where it causes the memory cache to crash.
