The deal will see Rovers offer £4m upfront for the 22-year-old with a £2m bonus should they get promoted at the first attempt, according to the Sunday Mirror.
Huddersfield have previously turned down a £2m bid from Fulham for the Scottish international, but Blackburn boss Steve Kean is confident his proposal will be enough to seal Rhodes' signature.
Rhodes scored 48 goals for The Terriers last season.
