其实我也想作it形式主语的…(我弱爆了)
但是求问：如果是主语从句的话个么that后面就可以把it替换掉 但是后面已经有了情态动词..个么和前面的is放在一起两个谓语的句子不是病句吗? 求解！

应该是主语从句没错 food and clothing(should) be sent to the sufferers看成一个事件
(这个事件)is urgent
还是it做形式主语 that后面的部分充当了这句话的主语
