Nonetheless, his request for Congress to authorize aid to moderate rebel groups in Syria is meeting with some questions. The Democratic president has been under intense pressure from Congress, particularly Republicans, to launch more aggressive military attacks on the Islamic State. House Appropriations Committee Chairman Hal Rogers of Kentucky said Obama called him late on Tuesday to ask that an authorization to arm Syrian rebels be included in the spending bill. Speaking to reporters on Wednesday, Rogers said that Syria was a "quagmire." He also noted that the United States has had difficulty in the past with training and arming troops in Iraq and Afghanistan, only to have some turn against the United States or to have the arms fall into enemy hands. It was unclear, Rogers said, who the “moderate” Syrian rebels are. Rogers also said the military authorization request was so important that it should be considered separately from his committee*s government-funding bill, but noted time constraints.

As U.S. Secretary of State John Kerry heads to the region on Tuesday, a meeting between the White House and top lawmakers in Congress is expected to discuss a slow-moving $500 million initiative, announced in June, to strengthen a loosely organized group of rebels who have struggled in their fight against the Syrian government and Islamic State. Sources with direct knowledge of the matter said lawmakers have questions over how the money would be spent and whether the United States will end a ban on shipments of powerful weapons to the rebels, such as surface-to-air missiles, due to fears they could be captured or used against the U.S. and its allies. The sources also said they expected the $500 million to be high on the agenda at Tuesday*s talks. "There has been a serious reconsideration of this issue driven by the facts on the ground in Syria," said Fred Hof, a former State Department official involved in formulating Syria policy before joining the Atlantic Council think-tank in 2012. "If you are going to consider an air campaign inside Syria, you are going to need people on the ground who can assist with target acquisition," he said. "You can*t come to any kind of decisive result through air power alone." A new push to assemble a formidable rebel force would mark a reversal for President Barack Obama who as recently as an Aug. 8 interview with The New York Times said the idea that rebels armed by the United States could make a difference in Syria has "always been a fantasy." Obama is expected on Wednesday to outline a one-to-three-year plan to deal with the Islamic State radicals, who have seized a third of both Iraq and Syria, declared war on the West and want to establish a jihadist hub in the heart of the Arab world.

The Cold War era military organization may have reasserted its relevance just as its costly decade-long operation to stabilize Afghanistan draws to an inconclusive end. But questions remain about the allies* plan to create a rapidly deployable "spearhead" force and their carefully hedged aim of raising defense budgets to 2 percent of national output over a decade. Both are subject to political caveats. "In some ways, we are solving a non-existent problem because we can*t solve the existing ones," a Western defense official, speaking on condition of anonymity, said as the 28-nation summit ended on Friday. NATO adopted a "Readiness Action Plan" to shield former Soviet bloc central and eastern European states that joined the alliance in the last 15 years by modernizing military infrastructure, pre-positioning equipment and supplies, rotating air patrols and holding regular joint exercises on their soil. A "spearhead" force of up to 5,000 troops should eventually be deployable "anywhere in the world" within a couple of days, instead of up to several weeks now, to deter an aggressor in a crisis. While that fell short of the permanent presence of NATO troops that Poland, Estonia, Latvia and Lithuania wanted, they declared themselves satisfied, especially after U.S. President Barack Obama visited Tallinn on the eve of the summit to underline Washington*s commitment to defend the Baltic states. NATO officials say the "spearhead", to be assembled from existing national high-readiness forces based at home, may also be used for expeditionary missions outside the NATO treaty area. But any such operation would be subject to a unanimous political decision of the 28-nation NATO council and to national caveats limiting what troops can do abroad. For example, Germany would have to obtain prior parliamentary approval.

Obama, who will attend a NATO summit in Wales on Thursday, accused Russia of a **brazen assault** on Ukraine, which for five months has been fighting pro-Russian separatists that Moscow describes as a defense force warding off Ukrainian aggressors. "NATO must make concrete commitments to help Ukraine modernize and strengthen its security forces. We must do more to help other NATO partners, including Georgia and Moldova, strengthen their defenses as well," he said a speech to a packed concert hall in the Estonian capital. "And we must reaffirm the principle that has always guided our alliance, for countries that meet our standards and that can make meaningful contributions to allied security, the door to NATO membership will remain open," he said after meeting the leaders of the three ex-Soviet Baltic states. Georgia fought a brief and disastrous war with Russia over a breakaway territory in 2008. He said Washington would continue to offer training and assistance to help Ukraine**s military gain strength. In alluding to admission of new members in future, he made no explicit reference to Ukraine - something that would certainly have infuriated Russia. Under the NATO treaty, an attack on any individual NATO state would be treated as an attack on all alliance members.

A request for mobile military hospitals has also been agreed, she said. The Nordwest Zeitung daily had reported that Germany would supply protective vests as well as medical aid and mobile hospitals. Chancellor Angela Merkel has ruled out sending arms and has said there will be no military solution to the crisis. Western countries accuse Moscow of sending armored columns of troops into Ukraine, where the momentum in a five-month war shifted last week decisively in favor of pro-Russian rebels, who are now advancing on a new front towards a major port. NATO leaders are expected to respond to the Ukraine crisis by agreeing to create a "spearhead" rapid reaction force that could be sent to a hotspot in just two days. The defense alliance will also continue short-term measures including sending more fighter aircraft to the Baltics and stepping up military exercises in eastern Europe.

The agency quoted Dmitry Andreyev, a major in the strategic rocket forces, as saying troops would practice countering irregular units and high-precision weapons, and "conducting combat missions in conditions of active radio-electronic jamming and intensive enemy actions in areas of troop deployment." He said enemy forces would be represented in the exercises by spetsnaz (special forces) units. Supersonic MiG-31 fighter-interceptors and Su-24MR reconnaissance aircraft would take part, Andreyev said, saying the scale of air power involved was unprecedented for exercises of this kind. Both Russia and NATO have stepped up military maneuvers since the outbreak of conflict in Ukraine between government forces and pro-Russian separatists in the east of the former Soviet republic. A Kremlin security adviser said on Tuesday that Russia would update its military doctrine this year in the light of the Ukraine crisis and the sharp deterioration in relations with NATO.

The decision to go ahead with the Rapid Trident exercise Sept. 16-26 is seen as a sign of the commitment of NATO states to support non-NATO member Ukraine while stopping well short of military intervention in the conflict. The annual exercise, to take place in the Yavoriv training center near Ukraine*s border with Poland, was initially scheduled for July, but was put back because early planning was disrupted by the crisis in the eastern part of the country. "At the moment, we are still planning for (the exercise) to go ahead," U.S. Navy Captain Gregory Hicks, spokesman for the U.S. Army*s European Command said on Tuesday. NATO stepped up military activity in its eastern member states after Russia*s annexation of Crimea in March, and is expected to agree at a summit in Wales this week to create a new rapid reaction force of several thousand troops. In addition to staging air force exercises, the United States is moving tanks and 600 troops to Poland and the Baltic states of Estonia, Latvia and Lithuania for joint maneuvers in October, replacing a more lightly armed force of paratroopers. But Rapid Trident will entail the first significant deployment of U.S. and other personnel to Ukraine since the crisis erupted. President Barack Obama will visit Estonia on Wednesday to reassure the former Soviet Baltic states of U.S. support, and Estonia*s prime minister on Tuesday called for a more visible NATO presence in eastern Europe. Washington has promised Ukraine $52 million in non-lethal security aid and has already provided combat rations, body armor, radios and other equipment. Pentagon leaders have met with Ukrainian counterparts to discuss a range of cooperation, but, for now, arms supplies have been ruled out. "It is very important to understand that a military solution to this problem is not going to be forthcoming," Obama told reporters at the White House last week. The United States European Command (EUCOM) says the exercise this month will involve about 200 U.S. personnel as well as 1,100 others from Ukraine, Azerbaijan, Britain, Canada, Georgia, Germany, Latvia, Lithuania, Moldova, Norway, Poland, Romania and Spain. Focused on peacekeeping, it will include command post drills, patrolling and dealing with improvised explosive devices. While it involves many NATO members as well as countries such as Ukraine, who are part of NATO*s broader "Partnership for Peace," the exercise is not formally a NATO drill. More broadly, under a broad program titled "Operation Atlantic Resolve" meant to show U.S. commitment to the European allies, NATO is running what officials say is a ramped up version of its regular summer and autumn training schedule.

Ms Mogherini said the European Commission would finalise a new package of EU sanctions against Russia by Friday. When she takes up her new post on 1 November she will also be a vice-president of the Commission. At a special summit on Saturday, EU leaders gave Russia a week to reverse its military intervention in Ukraine or face further sanctions. Russia denies that it has troops and heavy weapons inside Ukraine helping the rebels, who have pushed back the Ukrainian army in several areas. Some European politicians have voiced concern that Ms Mogherini may be too soft on Russia. That allegation surfaced again when she was questioned by European Parliament members on Tuesday. She is in the European centre-left bloc and a key ally of Italy*s Prime Minister Matteo Renzi. She told the MEPs that "Russia stays a strategic player in global challenges, but I don*t think it is a strategic partner anymore".
