ebay付款后卖家一直不发货，怎么办？ 本人在德国ebay买了21303瓦力，paypal支付。可是卖家一直没有发货，我邮件已经发了3封了，卖家就回复了一个说忙当天发，可是又过了一天了还是没有任何的单号，写邮件也没有回复。我想问下可不可以通过中介调节一下退款什么的。
