Crisis Informatics Crisis Informatics The phrase “Crisis Informatics” is raised by Hager in 2006, it analyzesthe way people use ICT in a crisis and how technology change their behavior(Camou, 2013). Although it’s still a new concept, researches have been made onit are numerous and have combined information, emergency and technologies. Crisismanagement treat people as groups, like organization or government, and discusstheir behavior. However, crisis informatics mainly analyze individuals in thesurrounding area of a crisis. And with ICT involves, the advantage ofcommunication potential can be taken into account to broaden the field ofcrisis management (Hughes & Palen, 2009). The CSCW organization states thattheir research activity are focusing on the whole process of a disaster, includingpreparation, warning, impact, response and recovery (Pipek V et al.,2014). Crisis Informatics primarily concerns emergency response, but it’s notonly about official responders, but also public. Therefore, it considersemergency response as a social system where information are being broadcastedfrom and to official and public (Palen, 2009; Palen, 2010). Crisis Informaticsis also defined as the connecting relationship between individual, organizations,information and technology in crisis, this definition also considered the wayof communication and information broadcasting become partly unavailable whenbasic infrastructure were damaged in a crisis (Hagar, 2010). Major crisis, disaster and emergency situations, like the 11thSeptember Terrorist Attack, Hurricane Katrina and Haiti Earthquake, all involvecollaboration among individuals, organizations and society as a whole, and thequality of the collaboration matters in almost all crisis scenarios, it willdetermine on the loss of lives and properties. Therefore, a method called “Collaborativeresilience” was suggested by Pipek in 2014, it is used to improve the qualityof collaboration, however, such method must be carefully designed with rightcoordination mechanisms, and provide appropriate technological support. And toimprove such method in practice might be difficult, due to the intervention ofone’s autonomy caused by collaboration. With the development of collaborativesystem, it make the division of work in crisis more efficient (Pipek V etal., 2014).
