The referee must take the following intoconsideration: • the movement of the hand towards the ball (not the ball towards the hand) • the distance between the opponent and the ball (unexpected ball) • the position of the hand does not necessarily mean that there is aninfringement • touching the ball with an object held in the hand (clothing, shinguard, etc.)counts as an infringement • hitting the ball with a thrown object (boot, shinguard, etc.) counts as aninfringement 第一句就说了手球是故意地（deliberate）用手或上臂接触球的行为。所以判断条件只有两个：1、用手或上臂接触球；2、主观故意。不是什么改变球路或者手臂离开身体。 后面解释了裁判判罚时应考虑的几个要点： 1.是手打球，不是球打手 2.球和运动员的距离（距离太近则可能是意外手球） 3.手的位置与手球犯规无必然关系（重点！！！） 4.手持物体碰球也是手球 5.扔东西砸球是手球 后两点情况很少，不用看。主要是前三点。 所以现在我们就可以判断昨天尤文的那个球是不是手球 1.球员铲球倒地时手撑地，这是自然的动作，不是刻意夸张，是球打手 2.射门后碰到腿上改变线路然后打手，距离很近，不可能反应过来 因为上述两点，所以判断是无意碰到球，不是手球。
