According to showrunner Beth Schwartz, the fallout from that decision will be explored next season, but not this one. Asked how Oliver's deal with the Monitor will impact Arrow this season, Schwartz told CBR, "That will more impact him next season, so it's not really... This season, we're not going to see too much of that." During the final episode of "Elseworlds," Superman got his hands on the Book of Destiny and saw a terrible truth. As he revealed to Barry, Kara and Oliver, Barry and Kara would die trying to save the world if they continued on their chosen path. Like the heroes they are, Barry and Kara tried anyway -- and would have died, if Oliver had not intervened. As Barry and Kara raced in opposite directions to slow down the Earth's rotation, Oliver paid the Monitor a visit to vouch for them and save their lives. "The universe is complex piece of machinery and balance must be maintained. One change requires another. How would you propose I keep the balance?" the Monitor replied. Though the scene cut back to Oliver, his answer wasn't shown. However, the Monitor gave Oliver the weapon he needed to stop John Deegan, which means he bargained something in exchange for Barry and Kara's lives. We just won't find out exactly what that was until next season, likely during the "Crisis on Infinite Earths" event.

In "My Name Is Emiko Queen," the mid-season premiere, John Diggle reinstated A.R.G.U.S.'s practice of using villains for high-risk missions. This time around, though, the team will be known as the Ghost Initiative. As Dig attempted to pry information out of Ricardo Diaz, he realized the antagonist would only talk if he was offered his freedom. Diaz agreed to exchange information for his freedom, but didn't realize the caveat until it was too late. By the end of the episode, Dig used the A.R.G.U.S. facility to plant a bomb in Diaz's head to ensure his cooperation. In "Past Sins," next week's episode, Diaz will join China White, Cupid and Slade Wilson's son Kane Wolfson as a member of the Ghost Initiative. “It’s just a really fun way to use Diaz in a way that we haven’t seen before. Basically, the reason that they recruited him is that it’s the former Suicide Squad, but there’s a new name for it called the Ghost Initiative,” showrunner Beth Schwartz told EntertainmentWeekly. “I’ve always loved the Suicide Squad, and we’ve always loved the characters. Because we told the first half of the season being in prison with a lot of our former villains, that’s kind of the fun of the Suicide Squad — having our former villains working with our heroes, and it’s always fun to do an episode or two every season about it. But having Diaz join the Suicide Squad, I mean, that’s priceless.” Dig's wife Lyla, who is also his boss as A.R.G.U.S. Director, wasn't exactly on board with the decision. Dig made the offer to Diaz before she could stop him; worse, a deputy director observed the deal go down and promised to tell the Pentagon. In effect, Dig strong-armed her into resurrecting the Ghost Initiative program -- the very program she disbanded as soon as she became director. During a heart-to-heart, she even accused him of acting like her predecessor Amanda Waller.

In an interview with TV Line, Arrow showrunner Beth Schwartz revealed that Katie Cassidy’s character Laurel Lance will be leading an episode inspired in the famous DC all-female team Birds Of Prey: “We are doing a Birds of Prey-inspired episode, that Laurel (played by Katie Cassidy) will be involved with.” Schwartz also mentioned that the episode will continue the character arc shown by Lance throughout the series and whether she redeems herself or keeps being evil: “We’ll get to see what happens in her overall redemption arc — whether she really did turn over a new leaf, or is she still the same evil Black Siren we met last season.” Unfortunately, Schwartz didn’t reveal the full line-up of the Arrowverse version of the team. What we know for sure is that we’ll see Black Siren as opposed to what the original Birds Of Prey shows us with Black Canary. Other initial characters in the team included Barbara Gordon’s Batgirl, which we doubt will make an appearance due to the fact that there’s already Ruby Rose’s Kate Kane/Batwoman in the Arrowverse, and Helena Bertinelli’s Huntress played by actress Jessica De Gouw, who has more chances to pop-up in the episode.
